Target 13: Ensure fair and equitable sharing of Benefits from Genetic Resources, Digital Sequence Information and Associated Traditional Knowledge

Target 13: By 2027, develop, review and harmonize laws and policies; establish and strengthen effective institutional and administrative frameworks and by 2030 enhance the fair and equitable sharing of benefits that arise from the utilization of genetic resources, digital sequence information on genetic resources, and associated traditional knowledge, by, capacity-building and technology transfer measures at national, county and community levels, under applicable international policy instruments.

This target aims to enhance the fair and equitable sharing of benefits that arise from the utilization of genetic resources, digital sequence information on genetic resources, and associated traditional knowledge, both to provide incentives for conservation and sustainable use of biodiversity and to mobilize new resources redirected towards biodiversity. How this target will be achieved includes the development, review and harmonization of applicable laws and policies, as well as the establishment and strengthening of effective institutional and administrative frameworks, capacity-building and technology transfer measures at national, county and community levels. All of this will be done in accordance with applicable international policy instruments. In particular, how this target will be achieved pertains to the tracking of the access, use and collection of genetic resources, digital sequence information on genetic resources, and associated traditional knowledge through both permitted and unpermitted means. Additionally, progress on the achievement of this target will track both the monetary and non-monetary benefits that these resources provide.

By assessing and monitoring their impacts on biodiversity, businesses can better understand their relationship with biodiversity and assess the impacts of their activities on it and the risks posed by biodiversity loss to their operations and supply chains. Once these relationships, impacts and risks have been assessed and disclosed, it becomes easier to take concrete steps to address them. The Kenyan government has an important role to play in this respect as it can put in place the legal, administrative or policy measures that can facilitate these assessments to take place in a consistent and equitable manner.
